During an Economic Coordination Committee meeting, the Ministry of Petroleum and Natural Resources was given the authority to set LNG quota for consumers like the power plants. The quota had been previously been set by the Cabinet Committee on Energy and the Economic Coordination Committee.

The Cabinet Committee on Energy had set the quota in November last year with majority of LNG being supplied to Kot Addu Power Company and Nandipur project. The ECC revised the quota in April, reducing the quota for Kot Addu Power Company while increasing the quota for Rousch Power. This quota was revised again in June by the Ministry of Petroleum. Since three different organizations had set the quota, it was causing confusion to which one to follow and was delaying finalization of LNG deal with Qatar.
